Nigeria has emerged as Africa’s top performer in responsible artificial intelligence (AI) governance, placing 38th globally out of 135 countries with a score of 45.93 in the 2026 Global Index on Responsible AI (GIRAI). Ranking ahead of 72 percent of nations assessed worldwide, Nigeria’s position reflects meaningful policy progress, driven by frameworks like the National Artificial Intelligence Strategy, targeted digital skills initiatives, and growing civil society engagement. However, as the report emphasizes, strong policies on paper do not automatically guarantee widespread deployment or enforceable safeguards. The nation’s central challenge now lies in bridging the gap between governance readiness and real-world implementation across public services and core economic sectors.

While public sector adoption remains gradual, focusing on early-stage exploration in healthcare planning, education, and digital public services Nigeria’s private sector is actively powering practical AI integration. Financial institutions and telecom operators rely on machine learning for fraud detection, credit scoring, automated customer support, and network optimization. At the same time, local tech startups are shifting from merely adapting foreign software to building native, context-specific tools. Startups like Awarri are developing African language datasets for speech recognition in healthcare, while companies like Curacel, Zirro, and Vesti automate insurance claims, streamline small business operations, and integrate intelligent advisory services into immigration workflows. Similar momentum is building in agriculture and logistics, where predictive algorithms optimize crop diagnostics, delivery routes, and warehouse management.

Despite this private-sector drive, severe infrastructure constraints continue to limit the ecosystem's ability to scale. Unreliable power grids, expensive high-speed internet, and restricted local access to specialized hardware like Graphics Processing Units (GPUs) pose heavy barriers for local developers building complex models. Highlighting these structural hurdles, a 2026 International Monetary Fund (IMF) report titled Unlocking the Potential: AI in Sub-Saharan Africa notes that while AI could raise regional economic output by 4 percent over the next decade, unaddressed baseline limitations could restrict GDP growth gains to a negligible 0.2 to 0.4 percent. Furthermore, heavy reliance on foreign cloud platforms and offshore frontier models continues to raise serious concerns around data sovereignty and long-term tech independence.

These challenges highlight broader dynamics unfolding across the continent, where different African nations are testing distinct strategies to build tech capacity. Kenya is focusing heavily on cloud and data infrastructure though initiatives like Microsoft and G42's planned $1 billion geothermal-powered data center in Olkaria have faced pauses due to national grid constraints. South Africa maintains the continent’s most mature research ecosystem, backed by top universities and dense data center infrastructure, while Rwanda pursues a government-led approach guided by its National AI Policy and National AI Agency. Meanwhile, Egypt prioritizes smart government programs and public digital infrastructure, illustrating how varied regional strategies are shaping Africa's digital transformation.

Adding to local challenges are global regulatory shifts most notably the European Union’s AI Act, which is setting international benchmarks through a risk-based oversight framework. By banning unacceptable practices like manipulative social scoring and placing strict transparency rules on high-risk applications in finance, health, and law enforcement, the EU law acts as a global standard. Much like the GDPR transformed data privacy worldwide, Nigerian tech firms building applications for European or global clients must ensure their systems meet rigorous international requirements for explainability, privacy, and risk management.

To truly capitalize on its early policy successes, Nigeria must translate its governance frameworks into tangible execution by investing heavily in power reliability, local compute infrastructure, and technical talent turning policy leadership into sustainable economic growth.
